FEI BOARD MEETING RESOLUTIONS AND DECISIONS

The FEI Board met via videoconference on 10 September to review a number of key issues and approve additional Covid-19 related Resolutions which have now all been published on the Covid-19 hub under Resolutions & Decisions.

FEI RETURN TO PLAY – NEW COVID-19 GUIDELINES AND MANDATORY PROTOCOLS

We draw you attention to the latest guidelines issued in compliance with the FEI Policy for Enhanced Competition Safety during the Covid-19 Pandemic (”Covid-19 Policy”):

  • Covid-19 guidelines for prize giving protocols and media activities at FEI Events, effective 1 September 2020
  • Covid-19 Veterinary-specific guidelines for FEI Events  
  • Covid-19 discipline-specific guidelines for FEI Vaulting Events

 These documents are published on the FEI Covid-19 Return to Play hub.
 
Please note that while some of the measures outlined in the Covid-19 Policy and related documents are best practice recommendations, mandatory provisions are also present. The FEI will follow up whenever a breach is suspected and apply sanctions where justified. 
 
As a community, and as individuals within the community we have the responsibility to contribute as much as we can to the tremendous efforts made worldwide to get the Covid-19 pandemic under control. It is possible to apply appropriate hygiene and social distancing measures to reduce the risk of Covid-19 transmission at FEI events. This is how some FEI events can take place during this pandemic. But it can only work if everyone involved fully embraces the measures prescribed.

Today, the FEI urges all National Federations, Organisers, Officials and Athletes to familiarise themselves and comply with the latest version of FEI Covid-19 Policy and related documents, alongside the applicable national and local laws and regulations.

We remind you that:

  • Organisers must be fully aware and proactive with regards to all of the FEI’s recommendations; and they must apply systematically any mandatory provision such as the use of masks by all present at prize-giving ceremonies. They must also implement the Covid-19 plan communicated to the FEI for their event, inform the FEI of any modifications, and at all times comply with the national and local laws and regulations.
  • National Federations must support Organisers and also monitor their compliance with the above.
  • Officials must, at all times, observe the measures imposed by OCs at their events in compliance with the FEI national/ local requirements. They must also report to the FEI any issues observed with respect to the Covid-19 measures at the event where they officiate.
  • Athletes must, at all times, observe the measures imposed by OCs at their events in compliance with the FEI national/ local requirements.

FEI EDUCATION SYSTEM FOR VAULTING OFFICIALS

In line with the FEI Officials’ Recommendations, please be informed that the Education System for FEI Vaulting Officials has been fully revised by the FEI Vaulting department, the FEI Education and Officials department, the FEI Vaulting Education Working Group and the FEI Vaulting Technical Committee and will be implemented as of 1 January 2021.

DIGITAL PASSPORT SOLUTION PROPOSED FOR EUROPEAN HORSE MOVEMENT

The International Sport Horse Confederation (IHSC) Taskforce for Brexit and European Union (EU) Animal Health Law has formulated a digital passport solution to ensure the efficient cross-border movement of sport, racing and breeding horses from 2021.

The proposed solution would allow for the free movement of horses between Great Britain and Europe following the end of the Brexit transition period in December 2020 and would also meet the requirements of the new EU Animal Health Law Legislation, which comes into force at the beginning of next year. It would also simplify the movement of horses by providing authorities of EU countries with fail-safe information on the horse’s identity, as well as real-time monitoring of its movement and ownership information. 

It is hoped that the solution, based on existing EU legislation and agreements, will gain strong support from the main stakeholders in the European horse industry. If adopted, it would ensure a level of identification, biosecurity and disease detection that goes beyond the scope of what is currently contained in the new EU Animal Health Law legislation. 
The Task Force has met every week since May to work on solutions that will ensure the unhindered movement of horses with guaranteed high health status, as well as the temporary movement of essential, skilled people such as grooms, trainers, riders, jockeys and veterinarians across EU borders.  

The long term aim is to create a Europe wide network of databases which registers a horse’s identity, allows for an equine to be easily located and identified, and ensures the secure movement of horses anywhere in Europe.

WADA “LIVE” WEBINAR SCHEDULE FOR OCTOBER 2020

The World Anti-Doping Agency (WADA) has published its ‘live’ webinar schedule for October, which encompasses all webinars being offered as part of the following previously announced series:

  • A series that is part of WADA’s 2021 Code Implementation Support Program (CISP), which was launched on 4 May
  • A series that is athlete-led for athletes, which was announced by WADA on 11 June
